The Stars Have Eyes - unable to assign pilot

I'm sorry to post again so soon but I've tried reloading and doing other common fixes but nothing works. I get to the part where Gren tells me to assign a pilot to my new fleet ship but the option is not listed.

Hey there! Which crew member did you assign to this ship? If it's a robot, like Vasco, they will not be able to pilot the ship on their own. Otherwise are you able to unassign the crew member or assign another?

If you're on PC, your save isn't too heavily modded, and the issue persists we'd be happy to take a look at your save file too if you want to upload it.

I assigned Torin to the ship, if I unassign him I lose the ability to assign crew to the ships from the fleet manager computer completely and have to reload. If I assign more crew first before unassigning the option to assign a pilot doesn't show up.

I am on PC, however my save is pretty heavily modded though the only thing I have that is a known conflict is Cheat Terminal which I don't really use and don't have anything from it actually activated.
