Why do some planets have two minor arrays?

That may be, but it would seem odd to me that the mechanism for randomly (especially since true randomness is impossible with our current computer technology) assigning non Watchtower quest POIs for systems would be used for quest specific Watchtower listening posts. However, even if that were the case I have never run across two of the same POIs in sight of each other. Something is screwy.
 
The only thing different that I can tell with Watchtower POIs is that they're much more likely to spawn than the rest, to the point that you're almost certain to find one every time you land. This is probably because you need them to find the arrays, so having to keep making new landing sites until you get one would be frustrating. Other than that, they're just POIs.
 
So far I have not had that experience. I done bounties, chased alien life forms, and mined various minerals in many different systems and not ran across duplicated POI within a stone’s throw of each other except for the Watchtower posts. Also, Watchtower post do not show up with any great frequency. So far I have to hunt down the leads from Harper.
 
Was just doing a non-watchtower bounty mission hunting a group of spacers. On the planet were watchtower listening posts A through D with listening post A and D being copied twice. To say that watchtower poi's may appear more frequently than others may be a slight exaggeration.
 
We inject our listening posts into the vanilla POI system, which is randomised. Each of our five listening posts have multiple encounters and layout plans, so it is not unusual for more than one post to appear on a planet simply because of how many are injected into the pool. It is fully randomised, so in unlucky instances you might find 'repeats', but it's not a bug. There are dozens of potential combinations. Every post within a single system will point to the same array, and once that array is destroyed, the posts in that system will display on their terminals that the connection has been lost.
