Stardock upgrade question?

How do I unlock the room to the left of the outfitter? The closest one to the large viewing window? I have all upgrades/amps/sky drops unlocked. Is there a specific prerequisite? I have all the other facilities.

This room is an expansion for our Creation "McClarence Outfitters". If the player has both enabled, and has unlocked shop expansions for McClarence, this room unlocks.
