Shouts at extreme Negative Cool Down?

Hello all, just wondering if there might be a glitch from an earlier save keeping shouts at negative cool downs? IE applying a massive cool down reduction? I haven't done the bard college expansion on this playthrough and have no shout perks or enchantments active but my shouts are instant?

I tried exiting and re-loading but its still instant.

If you haven't interacted with BCE at all on this playthrough, this sounds like another mod could be causing the issue. However if you share your modlist with us, we can add it to our internal tracker for investigation.
