Parley lasting forever and requiem won't start

Sledrig and the dragon are in parly forever and requiem won't start. what is the setstage command to get out of this?

just quit the game restarted went on some other quest and it seems to have straigtened out

There is an intentional delay between the parley scene and the next quest, I believe it's 24 hours, and then you receive a letter from a courier.
