Previously I made a topic questioning whether it makes sense to claim orc stronghold mines. I also reported a bug about how EEE can interact poorly with Snow Veil Sanctum. Now I find myself looking at a few more places where EEE doesn't quite make sense.
I was just testing some things with Northwatch Keep and the Missing in Action quest. It is a clearable dungeon, but it's kind of weird for the EEC to set up shop in a Thalmor fortress when they are ostensibly allies. It's a non-resetting dungeon... but there is an exception to that where the Missing in Action quest will respawn most of the guards inside if they had been killed prior to starting the quest. Then they'd be in there together with the EEC workers busy ransacking the place.
I was also playing the Midwood mod and had Sha'khar greet me there. While a compatibility mod for Midwood would be cool, in general he shouldn't appear in world spaces that are not supported by EEE. EDIT: I want to add that I think there's a bug with Sha'khar where if he does appear in another worldspace and you tell him you'll talk to him later, he can't find his way back to the Whiterun outpost. The quest might not be stuck if you can remember where he is, but that's easy to forget. Not sure yet though, needs more testing.
Since every edge case like this is unlikely to be worked out, could we get a guide for how to mod EEE to control which sites Sha'khar can initially greet the player at and (ideally separately) which sites can be claimed for the EEC? Is it set up under the hood in such a way that this is easy to change? For the former, a whitelist approach makes more sense, but I'm not sure if site claims should handled that way too.
