Jarl Laila will be my 5th Jarl to convince letting EEE have an outpost.
First attempt: I went directly to Riften, found the note in her room, Letter to Jarl Law-Giver, but never received an optional quest as I have for the other Jarls when reading their note(s).
Second attempt: I re-loaded and discovered Riften. Then I went to an outpost and read the Ledger and received the note Convincing Laila. I returned to Riften and picked up the Letter to Jarl Law-Giver and again did not receive an optional quest.
I am able to speak to Laila regarding the EEE and I am able to choose the (Coerce) choice regarding the note that I found.
Not sure if the Optional Quest is just not firing off as intended or if there isn't one, but wanted to report the discrepancy with the pattern for convincing other Jarls.
