Hi, i read the UESP wiki and notice there is this quest "East Empire Spoils", may i know how do you trigger the courier to sent the message. I have already completed all the other question (Getting all jarl + raven rock) approval and also upgrade my whiterun camp to max level.

Hi there, to unlock this quest I believe the requirements are:
1. Convince all jarl's to allow EEE to claim in their hold.
2. Have at least 7 camps upgraded to level 2.
