Can a for some Xbox mods be made?

There is a bundle on Xbox called civilization, and it merges COTN mods, except for Solitude, where it uses TGC Solitude. It also has JK’s Skyrim dependency.

I think the patch combo COTN+JK’s works with it, it problably just needs to rename the esp dependancy from COTN to civilization.esp

Do you guys think that is possible do do it? Winterhold and Dawnstar are unplayabe bc no patch on Xbox works with EEE.

I tried to merge the patches but it did not work, I guess the best way to do it would be a new outpost far away from the cities.
