It's worth a weapon slot. But probably unnecessary. You could give commands to the fleet just by shooting at stuff. For example adding a "Follow my lead" mode in the terminal settings. So any targets you shoot at are tagged with whatever weapon type you use (damage to hull or EM for boarding)...

I have 4! How long did it take to write Watchtower? Did you already play starfield? Or did kinggath ask you to try it, so you could write stories in that world? Or did you somehow just study the lore without playing it? Did you write extensive lore and Torin's full backstory before writing...

I never really thought about it until Watchtower. When I saw all those starborn corpses through the armillary, I realised how odd it was that Watchtower can suppress/remove starborn power enough that they can't evaporate upon death. I always assumed that when they died, their consciousness...

It's locked until that quest, because otherwise Watchtower will spoil revelations from the main Constellation questline. Might be useful if Torin gave some strong hints to get on with the main quest if WT is blocked until you go further with it

Did you destroy Array Hub Alpha? That's when the prompt to Talk to Torin fires for me. I would say, if you did destroy the hub, and still didn't get "Talk to Torin" then you have an issue. If you didn't destroy Alpha yet (and are just killing small arrays) then go destroy Alpha.

Have you tried disabling all outpost activity? Just disconnect everything from power. Outpost production and shipping is calculated every few minutes. Also, disable autosave (or set it to save every 30minutes when you use the pause menu). Also, delete some saves to free up space. Also check...
