Vendor will not sell me merchandise on display

the items are not in the merchants listing of items. Soooooo sad

Isn't that a thing for the whole game? Starfield has taken many bad steps backwards, that's one of them.

Limiting your options to STEAL only is sad, if you pick up an item on display you should be able to pay the merchant for it or run out the door your choice, if you steal does security/police confront you, nope.
