the Watchtower "fleet" spawned when I was trying to meet with and go aboard their ship after being invited. Needless to say, luckily my ship had max shields and lots of ship repair kits. As my weapons would not operate at all, so I toughed it out as my fleet took them out. I let them destroy me thinking they would not reappear, but they did. Is this a bug or?
