Synaptic reduction?

I”m seeing the Synaptic effect giving a 10% increase in XP from combat, rather than the 20% I’ve come to love (and is still cited in the sticky post list). Is this new normal?

I should have followed up: later in the playthrough, I copied extracted-without-destroying the 10% synaptic, installed it on another piece of equipment, and it was the expected 20%. The first piece of equipment was a helmet (given to me by Jason), the second a pack. So I have this theory …

Do you recall which slots were used by this effect for the helmet and the pack? 1, 2, or 3?

Going back, it seems that on the pieces where it was 10%, it was in the third slot (I,m assuming that list order = slot order).
