I tried to turn in intel from Watchtower to get a new listening post and Harper says we are finished there are no more listening posts. This felt weird as last I checked there were a bunch of them also isn't there supposed to be some sort of major battle at the end? I kind of feel let down.
 
I kinda got to the same place, but that was on a totally fresh start/save and never done the main quest for Starfield before. I had just finished One Small Step and then I went watchtower. I think we're supposed to get more stories and missions from Torin (?) as we progress through the main quest as well. Not sure, but I think so.
 
I think this is because we took out the HUB.. I'm trying on another character an avoiding the List with the HUB and just doing to smaller outer 1st. But I have a feeling in order to finish this, ether way, your done due to the hub? Not sure if that is how it is or intended.

I ran into something similar. If you read my post, Something Really Odd, back on page 7 or 8, you'll see the details. I had only destroyed 5 or 6 arrays and Harper told that intel was useless because I had destroyed all the listening posts. Problem was, I had that mission to find all of those minor arrays and suddenly, poof it's gone. I had completed the Last Watch and was going after all the remaining arrays. I have a feeling that if you take out the major arrays, it clears out the quest about finding all the minor arrays even though there's a list of 14 to 18 them to destroy. Whether or not those 5 or 6 arrays that I took out were the major ones, I don't remember. There have been several people, both on PC and XBox reporting this.

If you killed all five major array hubs (they are named e.g alpha, kappa, omega), then yes, that is the end of the array loop. This is not the end of the questline - the finale is seperate, and is triggered after progressing through the vanilla questline (it should trigger after In Their Footsteps is complete for non-unity saves).

If you didn't kill the named array hubs and yet Harper is acting as if you did, this sounds like a bug some players have reported where the array hubs are prematurely dying. We have not been able to reproduce this ourselves yet on a minimal load order, and unfortunately all reports have either been on xbox or very heavily modded saves we are not able to open. If you (or anyone else reading) has hit this bug, and can provide a save file for us before the bug occurs and afterwards, we will dive right into it.
 
I’d be more than happy to provide you with a game save if I could find it. I am on PC and using Game Pass. I have checked the places they are supposed to store their game saves but no joy. I suspect they might be place holders for locations on the cloud.

My overall approach to the listening posts was somewhat haphazard nor did I specifically go after the hubs. I be willing to bet good money that I didn’t take down five hubs. One thing I did do that may be different than what the devs expected was to assign Torin to one of my fleet ships so as to maximize the use of his skills. I did this after the first few listening posts. Am I supposed to get tasks from him? Will it help to bring him back to my home ship?

I suspect that I actually took them out and didn't realize they were the major hubs because they show up under the "Activities" section with an entry such as " Locate Watchtower Array Hub Kappa" . When I looked in the "Missions" section, I had the mission "Watchtower Major Arrays". When I opened that, I would have anywhere between 14 to 18 star systems listed. That's confusing if the mission is to go after major arrays, then that's where the named hubs like Kappa, Alpha, Omega and such should have been listed, not down in a minor activity.
 
I never formally went after the Last Watch mission. If I completed it, it was because I just ran across that installation sort of by accident.
Is it checked off in your completed missions list? It's the last big mission. It involves the Heimdall Station. I believe there was a huge battle on the ground and then inside an orbiting hub.

Is there some way I can trigger this last battle by going to the system in which it is supposed to occur? Will I ever run into any more Watchtower ships or fleets? I kind of miss them.
 
Have you completed "Lost in Transmission" yet? That is the quest that precedes the final mission, "The Last Watch". Looking back through all of my saves, I believe what In did was to destroy the five major hubs without realizing that once there are destroyed, it clears out the array loop of all the minor arrays. Once this happens, and especially if you've finished the Last Watch, encounters with Watchtower ships become extremely rare. The five major hubs are Alpha, Kappa, Omicron, Upsilon and Omega. The quest to destroy those shows up in your "Activites" section, not your "Missions". In your "Activities" section, you'll see an entry "Locate Watchtower Array Hub Alpha" or one of the other five. If you go directly to that hub and destroy it, that apparently also wipes out all the minor arrays associated with it in that area. If you destroy Alpha, then the entry to destroy Kappa will show up and so on. Once you work your way to Omega and destroy it, you've taken down all the major hubs and that unfortunately takes out all the minor arrays as well. So if you want to prolong the fun of all the space battles as long as possible, locate and destroy all the minor hubs before taking out each major hub.

This sounds like you haven't unlocked the rest of our questline because you haven't progressed far enough in the vanilla story. As mentioned above, completing In Their Footsteps is one of the requirements.

This depends on how many you killed before triggering the quest - it is not mandatory to destroy all five major arrays to proceed, though it does help speed up the process. It is possible to still have some major array hubs alive after completing our main quest, and this array loop can be continued to be engaged with until they are destroyed.

Looking back through my saves, I had only destroyed Alpha before completing The Last Watch. I made a hard save at my outpost on Earth after completing The Last watch. In that save, I had "Locate Watchtower Array Hub Kappa" in my Activities section. Now that I have a better understanding on how these minor and major arrays work, I'm going to restart the mod from that hard save on Earth and hunt down the minor arrays first and not jump through the activities section and destroy the major hubs one right after the other.
