After completing the initial tutorial Sha'khar doesn't approach me. Using Immersive Citizens but nothing else that alters or messes with NPCs. Xbox Series X.

Update: decided to follow him back to camp this time to see if it would change anything and he ends up not even putting my stuff in the chest at all and then goes about his merry way. :/

Do you have any other Creations installed? Would you mind please sharing your mods here under a spoiler tag? I can try and reproduce this myself.

Did you wait the full in game day? I was worried about that the first time and decided to come back later. It took some time but it did its thing. I think it adds a bit of immersion that things don't happen like clock work and it takes time for funds to trickle in.
