Good day all. I started playing Skyrim this week after some time away. I the EEE patch, and Bard's College mods (already had EEE). I've restarted a few times because when I leave a cleared mine Sha'khar does not show up. I went to Whiterun and did see the camp there, but no NPCs. I have revalidated game files, redownloaded AE files, removed/reinstalled Creations, and removed/reinstalled mods. Still having the same problem. I will attach the current papyrus log.

Hi there - sorry to hear about your trouble with this Creation. I'd like to ask some questions that will help us narrow down a cause.
Firstly, which version of Skyrim are you playing on?
Secondly - are the dungeons you have cleared definitely eligible locations? (Interiors, that can be marked with the clearable flag). Do you recall which dungeons you have tried?
Thirdly - could you please also provide us with a plugin.txt file? That way we can take a look and see if there are any potential conflicts.

Thank you for the quick reply. I was coming back here to update that it's something in the base game as the errors show even with all Creations/mods disabled. I've begun the long process of uninstall/wipe/reinstall already. Either way I will update with the outcome.
I have started another play. Got out of Helgen and went to Embershard Mine, cleared that out. Came out, and no Sha'Khar. Can I do a start quest or set stage from console? I have included the log file and files from AppData.
The only mods are the AE content that cannot be disabled, Bard's Collge and the two EEE's, FNIS and SKSE.
