Permanent Claims? Dungeons Don't Respawn?

Does claiming a Cleared site for the East Empire Company cause it to permanently become claimed, to where the dungeon will never respawn enemies/loot again for you? If so, i could see this becoming a problem for Radiant Quests that randomly assign a quest target within a dungeon of that hold, and also where very long play throughs will simply run out of respawning dungeons to clear out. I've been avoiding claiming respawning dungeons for this reason, and only claiming dungeons that normally never respawn (i even used a console command to Clear Korvanjund, allowing it to be claimed). This has inhibited my ability to grow the East Empire Camps though.

Enemies (and I'm pretty sure as a result) loot can still respawn in them.

It's not uncommon to visit a claimed location and find East Empire Mercenaries duking it out with respawned enemies.

Nice, i didn't know that. I just assumed that it would permanently prevent them from respawning enemies/loot. Haven't seen any footage/info online of what happens to the locations after they're claimed.
