Party in Gren's Workshop?

I noticed today that the civilian population inside Stardock will start performing a congo line from the apartments elevator to Gren's workshop elevator after about a minute of entering the location. While it's funny looking enough to have made me chuckle, it quickly becomes an immersion breaker due to the fact that - given enough time - all civilians eventually end up in this congo line loop between the two elevators. This nearly empties the rest of Stardock beside the fleet crew. Plus, a big crowd develops at Gren's workshop elevator due to the civilians having to interact with it one at a time; the player has to stand in a queue to get inside the elevator.

Can you turn off civilian elevator use?
