Order or Sequence of Outposts

Many, many times I will go to a marked (by Harper) Outpost Listening Post, only to discover there is a second Outpost Listening Post nearby. I always clear both and access the terminal at each location.

My question is: Should I complete the Outpost Listening Post marked by Harper first, or the one I just happened to find first? Does it even matter?

It doesn't matter - the listening posts will only show an array for the system it was in. So for example, if you found two listening posts in Tau Ceti - each one will point you to the array that is within the Tau Ceti system. If you got the coordinates from listening post A, and then go to listening post B nearby, it should point you to the same array. If you were to destroy the array in between visiting those posts, visiting listening post B should tell you that it's offline (or something akin to that) - because the array it is linked to has been destroyed.
