Only 3 quests and not working as advertised

Greetings,

after the package quest in Akila City, all I can do is the Activity to "Have Jason extract more modifications"?

There is neither a "duplicate item service" nor "20+ legendary effects".

Really....?

These services unlock as you give Jason more items to extract. Keep turning in items like the activity suggests, and more quests and services unlock, and he continues to give you legendary effects. The full list of legendary effects can be found here - there is 21 of them.

I'm kind of at this point myself. I've continued to give Jason things to extract. I don't have an exact number, but I would guess it's close to 20 since the last quest. It seemed like the first 3 came fairly quickly. Does the pacing slow down dramatically after the Akila quest? I can't imagine seeing 21 new legendaries at this rate.

Edit - I just gave him 3 more things and got the next quest. Checking the inventory terminal, that brings the total to 34. I've installed 3 mods, so that means I've done 37 total extractions. FYI for those wondering about the same thing in future.
