None of my Sky drops are working. The flares just explode like grenades.

As the title says, the flares aren't flares, they just explode. I have no other throwables equipt, I have sky drops refreshed, I have both fleet ships crewed. Both have pilots. I have 24 flares. I saw a thread about this same issue, but that poster said it just fixed itself. Well, it's been days for me, and the sky drops will not work. Kinda takes a huge chunk of the fun out of the entire add on.
