Missing Power Cell (Watchtower Listening Post Delta)[Possible Bug]

Hello! I am at a Watchtower Listening Post Delta on Alpha Andraste I-A. This listening post has a two power cell requirement to open the door of the room that houses the computer. It also has a switch that opens a gate to reveal another AI mech, and two separate buildings with airlocks. I found one power cell for the main door; however, after looking in both buildings and the AI mech room multiple times (as well as all over the base), I can't for the life of me find this second power cell. I don't know if it didn't spawn or it spawned under something, but this cell straight up doesn't exist. Could be a bug, but I want to confirm if anyone else had come across a situation like this and found the second cell?

I’ve found two cells. One in the covered open-walled workshop area, one near the blue tank near the tower.
