Mannequin / Quest Progression

I only seem to be able to give the mannequin spacesuits and not helmets. Any ideas?

Also, seem to be having the problem where you can't get the slate for the 2nd part of the quest with the permit, and I am using Dynamic Universe.

Just another player here, but I think I can help.

The helmet stand you gotta use is on the ground next to the mannequin.

I also use DU and had to disable it for most of the McClarence quests. A fix is on the way, though, and just waiting for approval by Bethesda.
