Whereabouts does it get stuck - are you floating above the ground, or does it land but does not progress?

I fixed this issue by removing cheat terminal and then I had another issue where I couldn’t save or board ship so I went back to before I talked to torin in apartments and it worked. I play on steam here is my load order https://pastebin.com/iRjWdgnN
