One could buy shielded cargo compartments at a vendor on Stardock.
One could buy com spikes or other smuggling items at said vendor.
One could get uncommon ammo like 20mm particle rockets on the station.
After all Watchtower seems to have a connection to the Black Market and given the background of some of the other characters it seems only natural that some of this stuff would be available at a place outside the scrutiny of the Settled Colonies.
