Insult Bards Spawn

Good Morning,
i noticed in my current play through that insult bards don't spawn in the inns. More specifically, they only seem to spawn in the Drunken Huntsman and the Thieves Guild.
Had a peak with xedit and yes, that checks out. It mentions Dushnikh Yal as well, went there, an Insult Bard was there.




Now the questions:

1. Is that a bug?
2. Is it a mod conflict?
3. Can I fix it by just making a quick patch for the FormList?

This is highly likely to be a mod conflict - it seems like something else is altering the Inn keyword. The formlist you are seeing is a list of location exceptions that were manually added (forcing bards to show up at this places even without that keyword being present, which makes sense why you are seeing them still).

You could manually add the locations you wish them to spawn at to that list, however this doesn't address the root cause (a mod conflict).
