How to continue main quest and Harper not talking.

Hey everyone great mod. Got a question:

I am passed "In their Footsteps" and have even completed "Entangled"
No one has contacted me to continue Watchtower main quest in any of the major cities. Do I need to continue upgrading my fleet and unlocking skydrops in order for the quest to continue. I have the ability to have three ships in my fleet and have unlocked 5 skydrops so far.
Also Harper does not initiate any dialogue when prompted so I can't get any Intel from her.
I can farm components from random listening posts on random planets
Do I need to continue upgrading in order for the quest to continue.

Where is Torin? iirc he will say something to the affect, "we should talk" <- maybe add him to your crew, set him as a fleet pilot then bring him back, leave him at Stardock??

PS Entangled is hands down my favorite mission, loved going thru that back when I was running thru NG+ loops.

Hi there, how many major array hubs (the named ones - Alpha, Kappa, Omega, etc) have you destroyed? What does Harper say exactly when you click on her, does she say they are all destroyed?

Torin should talk to you to trigger the quest providing you have earned enough Stardock Upgrade xp (e.g interacted with their services, killed a certain number of major arrays etc all help to contribute). You can either go directly to Torin and see if he will start the conversation, or if you go to another city/town, a courier should eventually approach you and trigger the quest that way.

If this does not happen for you, and you are on PC, we may be able to take a look at your save file and see if there's a potential issue.
