Cyberamps on crew?

Are cyberamps equipped on crew members (of any ship in my fleet) supposed to modify the ship stats? I did some preliminary tests:
  • When I equipped a cyberamp (+particle beam dmg for example), the particle beam damage shown on the ship stat menu does go up.
  • When I equipped the same cyberamp on Marika Boros (who is assigned to my ship) I do not see the particle beam damage on the ship stat menu go up.
  • Same goes for the shield amp and the propulsion amp; when I have them equipped they work. When an assigned crewmember has them equipped nothing happens.
I'm just wondering if I should have spent those credits on upgrading ships rather than upgrading crew.

EDIT: When testing in space, I'm seeing Torin's propulsion amp working! Could this be a simple matter of the ship stat menu not updating correctly, or not factoring in assigned crew skills/cyberamps?

EDIT 2: My speed increase stopped working. My ship's speed (with a 4 star pilot assigned, like Torin or Sam) is 218. For a few minutes there I was hitting 250, but now I'm back at 218. Torin still has his piloting cyberamp installed, and he's assigned to my ship.

Ship stats being impacted by crew are a bit finicky, it works some of the time, and then other times the game will refuse to load the crew into memory.

So the answer is, the intention is for them to impact stats when equipped to your crew, but the reality is the engine doesn't always allow it work correctly. We'll definitely be reporting issues like this to Bethesda in hopes of getting improvements made to the base game so features like this can be more reliable.
