I can see your point for Peras and Tyriana, but in Helvana's case the merchant clothes are also worn by Talsgar and Svaknir. I also think the clothes complement Helvana's hair.

I wouldn't think a patch is needed for that; the shout from Thunderchild is called Phantom Decoy and has a different effect. I've had both shouts in game with no issue.

This is only based on one fight, but it seems that Volgaafsonaan's turning ability (resonant effect) extends to other dragons. I suppose I could try attacking the would-be-hostile dragon again, but I'm wondering if this is intended for the ability and if it's possible for dragons to be excluded...

Nice idea (and pics)! This is a couple for my first BCE character, Larisa Windrime.

If using Phantom Form with Venzahkrii equipped, the phantom is unarmed, but picks up a weapon if there's one nearby (which is kinda cool and amusing on its own, and the weapon even becomes temporarily ethereal). I don't know if something about the shout or sword causes an odd interaction, or if...

I've had the same issue with Clear Skies (and haven't tried with Kyne's Peace). Totally agreed with the praise for the mechanic!

I think the only overlap is with the Speech perk Words of Power.

I've also been using the two basically without issue. There is some overlap between them: The Champion of Kyne passive scales your shout magnitude/duration, so I avoid the second rank of BCE's Empowered Voice perk. There are some cool interactions, too, in addition to the meditation...

Might as well jump in here. @Dinalfos5 The custom chants can have modded shouts, at least from using Thunderchild. I made one I like to call the Chant of Ghosts*, with Shroud of Snowfall, Slow Time, and Phantom Form. I'm not sure about problems down the line, but my guess is it should be fine...
