I've solved the issue. This amp requires Sentient AI Adapters, which you can loot from mechs on Watchtower bases. It was not documented anywhere, I wish the Doctor could have mentioned it. Deviant Field Resonator Cyberamp not unlocking
I've unlocked tier 1 of all cyberamps and the Deviant Field Resonator appeared at the Doctor's slate. However, if I choose this last cyberamp in the slate and return to the Doctor, she acts as if I didn't choose anything. All other cyberamps are working fine and can be upgraded.
