Jarl of Winterhold has no EEE dialouge
Greetings KybKun24. When you arrive at Winterhold there is an NPC named Shady Contact standing outside the Jarl's Longhouse. When you get close enough to him he will initiate dialog. East Empire traders have no sellable inventory
Be sure you access the Merchant during business hours 8am to 8pm I believe. If you don't the only thing you can do is give them stuff to sell. No idea about the backpack mod issue. Hope that helps. Cheers!- Brambleberry

Halted Stream Camp Banners did NOT spawn, but Silent Moon Camp Banners spawned
