Sometimes you can get an NPC to reset if you open console, left click on the NPC, type disable hit enter then type enable hit enter, close console. They disappear and reappear and it may let their scripting proceed. Sorry can't help with the setstage question.

Not sure which shout you're trying to get, but if you have a previous save before you obtained any of the tablets I would suggest that load that save, make sure the quest for the one tablet you're missing is the only thing selected and see if that will give you a map marker. Make a note of it...

Be sure you access the Merchant during business hours 8am to 8pm I believe. If you don't the only thing you can do is give them stuff to sell. No idea about the backpack mod issue. Hope that helps. Cheers!
