Why dont our unlocks carry over?

Why cant we still pilot watchtower ships once we pass through the Unity? Is there a lore reason?

Is there a console command I can use to unlock watchtower piloting earlier on a new game plus save for RP purposes?

This was an intentional decision due to technical reasons, as unlocking piloting too soon runs the risk of breaking things.
