What resources does the Cadence Staff use?

Hello all, I am just wondering what does the cadence rod/staff thing use? The item is unclear and I am just wondering if the perk that relates is any good?

Hello - the default cadence rod drains Magicka from the player as its source.

You will also get a recipe later in the game for crafting rods using the Health or Stamina pools as alternative sources, if you have a preference.
