What are the requirements for a fully upgraded Morthal outpost?

according to uesp you need to claim 10 locations to fully upgrade an outpost.

According to a list I saw on these forums, Morthals hold only has 9 claimable locations. One of the locations, Rockwallow Mine, doesn't even have a container.
So thats really only 8 claimable locations.

Does this mean Morthal outpost can never be fully upgraded?

Rockwallow Mine does have a container, however it is added by the modified patch for EEE. (Good note to make actually - I will add that note to the list).

To upgrade Morthal, I believe currently only 8 locations are required to upgrade this camp.
