Volgaafsonaan vs. Other Dragons

This is only based on one fight, but it seems that Volgaafsonaan's turning ability (resonant effect) extends to other dragons. I suppose I could try attacking the would-be-hostile dragon again, but I'm wondering if this is intended for the ability and if it's possible for dragons to be excluded from it.

Yes, it is intended that dragons can be turned by Volgaafsonaan. There are no plans to change this - the target dragon can still be killed or ridden, so it shouldn't block any dragon-related mechanics.
