The Stars have Eyes: Picking up watchtower intel from the array does nothing

Hi! I've seen multiple posts about this going back some time on facebook, reddit etc but no actual solutions provided from the looks of it so I'm trying here. Essentially the issue as is the title suggests - once I grab the intel, nothing happens. I've seen youtube videos where a voice line from Torin triggers, but here I get nothing. I'm unable to do anything with the intel, or talk to anybody at the station to progress. if I speak to torin at the station, he repeats the line from when we're in space that we should examine the wreckage. As a result, I am unable to progress.
