In my Skyrim play throughs, I tend to find myself only ever using one house in the game, and ignoring every other.
Something that I think could add a bit more to East Empire Expansion is to allow Houses that you don't want to use to serve as another Base of Operations for the East Empire Company inside the city.
Provides a bit of immersion to give away your properties to the EEC, slightly populate the towns a bit more and I guess provide a few more hands in case of a Dragon or Vampire attack.
Might be a bit mean spirited, but you could give the option to kick them out of your house if you decide you want to move back into it.
The only thing I'd add is a hard requirement of fully furnishing the houses first (or in the case of Creation Club, doing their associated quest or misc tasks.)
