Rot-Gut Not in Cidna Mine

I was working on the questline to meet with Rot-Gut in Cidna Mine and when I get there, there is a quest marker for where he should be standing but he is not present in the mine. My quest log shows Optional: Read Rot-Gut's letter, and Optional: Find Rot-Gut in Cidna Mine. (That's the gist of what the journal says, I don't remember the exact phrasing) Is there another step I should have completed before being arrested?

Yeah, that happened to me too, I went to find Rotgut but he just wasn't there, just a blank quest marker. I did this during the "No one escapes Cidhna mine" quest, and figured that perhaps he only spawns during a normal arrest? I figured it wasn't worth getting thrown in jail for real over, so I just figured I should bribe Elisif instead, then I realized I could use my status as a Thane instead, so that was so much easier.

The same thing happened to me. Also, it says it's optional to search for Rot-Gut, but the quest location (don't want to give it away) needs the key he has.
