I've been playing with the rocketeer enhancement that comes with McClarence Outfitters, and I've noticed that the enhancement seems to stop functioning after using for a while. Sometimes it recharges so fast I never touch the ground, and other times I'm constantly running out of boost. I've tested it on low gravity worlds, moderate, and high, and it happens on all of them.
I do have two boost hotkeys set up, since the alternate boost hotkey seems to propel the player character forward more than up (opposite to hitting the normal boost hotkey). Since I'm surveying I tend to use the alt boost hotkey more than the default boost hotkey, in case that might be contributing to the problem.

EDIT: I'm also noticing that while I'm boosting around, the pack sometimes consumes about 1/6th of the boost bar and sometimes it consumes about 1/3rd, which really drains the pack fast when the recharge isn't working.
