POSSIBLE BUG - Initial Ambush not Respecting System Level

Hi, I am jumping from level 5 or 10 systems into 15+ systems and getting the ambush, when it says this should only happen when jumping from 15+ to 15+ systems. Not sure if this is intended behaviour.

My understanding is that it’ll begin once you jump into a system that is level 15 or above, not just from 15+ to 15+.

From my experience this works as intended, I was following the Deputized quest when I jumped to a level 60 system in my current game. It also worked when I jumped to a level 20 system in my previous NG iteration.

"Hop in your ship and travel between systems level 15 or higher, and you’ll eventually be confronted by agents of Watchtower who will hail you." --> This is not what is implied from the description.
