Orthus Won't Tell Me His "Problem"

I progressed with EEE to the point where I have to help Orthus with his "problem" but all I get is a random loop of "Yes, yes...", etc. and I can't progress the story. Is this a known bug? I've attached my mod list if needed.

Orthus is a vanila character and quest you dont need to do untill after you have all the holds east empire camps setup.

there are videos from 13 years ago about his quest line too if you need a walkthrough on him
