Mobbed by a Watchtower fleet with a level 100 ship

Had the first encounter, where the NPC saves me from the Watchtower ship. Haven't done the 2nd quest (finding him on the station) because I've been busy doing other quests. Was just leaving the planet after completing the Groundpounder quest, and was attacked by three Watchtower ships as soon as I entered orbit. Two around my level and one about 6 levels higher than me (24 to my 18). After destroying two of them, a LOT more Watchtower ships suddenly warped in. Couldn't count them all, but my hud was practically completely red with the enemy markers. Seemed like dozens of them. Including a level 100 ship.

Is that just a weird unlucky encounter, or is there some sort of 'dungeon sweeper' logic going on that forces you quickly progress the Watchtower quest chain?
 
Hi there - there is a random encounter where sirens blare, and a notification in the corner warns that a large incoming fleet is about to jump in. For players who aren't prepared to face them, grav jumping away is possible - they will not pursue you, and will despawn from that system.
 
Had to enable god mode to escape that first one because I was getting hammered too hard to survive in my small class A ship. Encountered this same thing again 3 systems later (travelled from Altair to Wolf to Cheyenne, did a quest in Akila city, then travelled to Eridani and got mobbed again).

Edit: Oh, for that 2nd encounter in Eridani, the fleet didn't warp in. It was there waiting for me as soon as I warped in.


Not trying to be a complainer...I love y'all's mods. Just frustrating to encounter this and have to resort to either god mode or a reload to get past an unbeatable and (for me in my tiny weak class A ship) unescapable encounter.

IMHO, I'd either set the fleet as antagonistic but not openly hostile unless attacked (if that's even possible), or set it to never appear when warping into a system or entering orbit after leaving a planet. Maybe a 2-part encounter, with the first part being a couple scouts that you can easily escape from, or a warning about a large fleet in the system. Then if you go to another planet in the system without grav-jumping away first, you have an increasing chance of the big fleet encounter.
