I can not seem to get the chant of the wild codex

Just to clarify, you have the shouts Kyne's Peace, Animal Allegiance and Marked for Death unlocked?
If so, these should appear on the altar in Sanctuary any time after Echoes. I have noticed sometimes they are knocked off the table if you use shouts nearby, so it's possible this may have happened.
If it still is not appearing for you, and you have met the requirements to use it, you can add one to your inventory with: player.additem 0x023480 , where 'x' is your mod index number for BCE.
