EEE Winterhold Camp not appearing

Hello, I have a game currently going where I encountered a strange bug. When I completed the initial quests with Sha'kar he mentioned going to Solitude to talk with Korrin regarding issues. This quest never appeared in the quest log, even though I had talked with Sha'kar about it. This was a while ago, and I resolved it at the time by using the console setstage command to go through the quest stages and add the items he gives you. Afterwards, I even started the Jarl Convincing quests for all the holds via setstage, and then they worked perfectly. All the holds have activated their trading posts except Winterhold, as I imagine the trigger to activate that is baked into the "East Empire Expansion" quest that got borked earlier. I have dropped off relics in areas surrounding Winterhold to claim them, so I don't think that's the issue. Its a relatively minor issue, but are there any available resources or debug options to try to manually trigger the spawn on the Winterhold trading post so I can continue with the overall quest?

Hi there - unfortunately you are correct in that unlocking this camp is dependent on the quest 'East Empire Expansion', which would explain why it fails to show as an option for you. All the other holds are also tied to this quest as well normally, so if you have been using console commands, there is no telling what issues may occur on this save.

The concern is why East Empire Expansion did not trigger for you in the first place - what plaform are you using, and do you have a save file from before you used any console commands, ideally when this quest failed to trigger? If you are on PC, providing us this save file along with your plugins list may help us to figure out what went wrong, or if there is a potential mod conflict.
