EEC won't claim dungeon despite no enemies left.

Hi, so I've been having a frustrating problem of being unable to claim dungeons because the game claims EEC won't claim the area because there are enemies left in the dungeon, when I GUARANTEE there are no enemies left inside. This is happening repeatedly. For example, Rimerock Burrow, both Sebastian Lort and the atromach are both dead, but they still refuse to show up. This happens in SO Many areas, all the enemies are dead, but the notification claims otherwise. Sometimes I think it may be tied to Lawbringer, if it's claimed by a hold, perhaps it thinks the guards are now enemies, but like, sometimes the dungeon is not claimed. This is so aggravating. I'm running out of dungeons in Haafingar to claim because the refuses to claim anything despite all the enemies being dead.

From what I can tell, you can only claim locations that are part of the Radiant Quest system or have special exceptions (Mines)

I wish EEE better explained it in game because it caused me a great deal of confusion with Ustengrav. But a good rule of thumb is, does a location say "CLEARED" on the map after you've been through it? If so, you can claim it. If not it doesn't let you.

If you leave the area e.g fast travel to another hold, and then return, are there banners and EEE NPCs outside or does it remain as it does in vanilla?

What happens is that I leave the dungeons and I get a popup that says "EEC will not claim the area because there are still enemies inside," or something to that degree, despite all the enemies being dead and the area saying cleared.
 
Right - I know there is an engine bug that affects the clearable flag, which can mean occasionally this message will pop up even when an eligible location is successfully claimed. I've experienced this at Halldir's Cairn for example. However if none of that is happening, and you're certain everyone is dead, it is possibly related to Sebastian. Do you have the unofficial patch installed?

I do have the unofficial patch installed. And it is on Xbox Series, not PC. Is it perhaps flagged because you need to finish Clacacus' quest first, because I have not.

This is possible yes - there are a handful of quest-related dungeons that behave this way due to how Bethesda flags certain dungeon bosses. In this case, finishing the quest and then returning after 30 in-game days (when the cell respawns, and Sebastian is replaced by a generic boss), should allow you to claim it.
