EEC Mercenaries & Miners won't appear at captured locations

Hello. Whenever I capture a location for the EEC I receive the message saying the place is now in the hands of the EEC and the 2 EEC banners appear but no one shows up and within a few in-game days the locations respawn with enemies. Is there a way to fix this bug?

Bonus question: Another bug I noticed was in 2 locations near each other, Red Scar Cavern and Ruunvald Excavation. After clearing those places of enemies I still get the message saying the EEC wont show up unless the places are clear of enemies. Is there a way to fix this bug too?

Hi there, can you please post up your mod list? And just to confirm - you have the blessings of the jarl for that specific hold? Does it happen every time for you, even when leaving the area and returning?

As for the second issue, unfortunately this is an engine bug. We don't currently have a fix for this - the pop up is annoying, however it can be ignored. If the location was successfully cleared then it should still show as claimed in the ledger and work correctly, it's just an erroneous box. Hopefully we have a workaround solution for this in the future.
