East Empire Expansion Quest - No Dialogue Option for Jarls

Attempting the play through the expansion quest on xbox. After Winterhold I accepted Korrins quest to approach the remaining Jarls. However, none of the Jarls have any dialogue options to initiate the conversation.
I have tried returning to Korrin, his spoken dialogue continues to ask that I speak with the Jarls, but he has no dialogue choices.

Hi there - unfortunately I have been unable to reproduce this on the current live build of EEE. Just to confirm, did the quest 'East Empire Expansion' definitely complete, and show as such in your journal?

Which jarls have you spoken to? Some, such as Ulfric, may need to be spoken to twice because their vanilla dialogue options take priority over their EEE dialogue (for example, for Ulfric you have to talk about the war first, and then ask him about the EEE).

East Empire Expansion registered as complete. I have spoken to the Jarls in Markarth, Solitude, Falkreath, Whiterun, Dawnstar and Windhelm multiple times. There is never a new dialogue option involving EEE.

Could you please screenshot your Xbox mod list? Sounds like there could be some kind of conflict at work, I'll see if I'm able to replicate it.
