Hi there - yes, the area should respawn after 30 days when the location resets.

It should be only 10 days to respawn, right? Since the outposts are not inside cleared dungeons. But it has to be a continuous 10-day absence from that area, and since they are outdoors near cities, that might not happen unless you make a deliberate point to keep away for a while.
