Can't progress after introduction of the sanctuary no courier

After meeting the arch bard and learning about the sanctuary and completing that quest nothing happens i read that there's a courier meant to me but I haven't got anything I did she tablets quest but still nothing
I haven't done windcallers tomb yet.
Should I do that then it can continue.
I'm stuck any help is much appreciated
Oh and the other problem I have is I'm on xbox

Is there a easier way to do that instead of typing all by hand
I'm on xbox so I don't exactly know how to give you my mod list

You may be able attach screenshots - but firstly, are you using any other Creations at all? There is a known issue with Katja currently for example that requires players to temporarily dismiss her as a companion for the courier to appear.

The courier should appear 3 days after completing "Of Songs and Shouts".
