It is a vanilla bug which is very annoying - are you on PC? If so, you could try 'movetoqt' in the console (but make sure this is the only active quest in your journal).
Otherwise, you may need to roll back to before Jason gave you the quest, if fast travelling to another planet and returning...

There is an engine bug where docking with ships can sometimes be a bit unreliable - this goes for vanilla friendly ships, enemy ships, and even our own fleet ships at times - we have reached out to Bethesda about this, as it's something they'd need to address.

The permissions Xbox bug is another Creation Store bug unfortunately. I've always had to quit the game to dashboard, then re-enter and then download the creation again. Is this not working?
